Demand Aggregation Manual
There is growing recognition by governments, corporations and communities that telecommunications services and infrastructure play an important role in economic sustainability and social well-being.
There have been significant changes in the telecommunications environment in the last decade. These changes have been driven by technological progress and increased competition in the marketplace. The rise of the Internet and, more recently, of broadband technologies has increased the demand and need for telecommunications infrastructure to beyond the level necessary for basic telephony.
Moreover, the deregulation of the telecommunications marketplace has enabled a number of new players to enter the market and to offer a wide array of new services and products. There is an understanding in regional Australia that significant opportunities are presented by the changing telecommunications environment. Certain regional communities have already seized on these opportunities, devising local strategies that are helping to achieve better telecommunications
outcomes and broader community goals.
For other regional communities, how best to take control of their telecommunications future remains a real challenge.

It outlines the issues involved in adopting a DA strategy and in stakeholder engagement and management, and it outlines the risks and rewards of embarking on a demand aggregation project.
